Lincoln city council have just farmed out parking enforcement to a private firm who, apart from ticketing 800 cars in their first 2 weeks, have also just tickets a load of mopeds in cycle bays. I personally have used these bays many times without problem and it calls question to the legality? I have attached some google images of the location and one has a sign clearly showing for cycles, but what can you really get away with? In the mean time i have emailed the local council for clarification as they do not provide ANY dedicated motorcycle bays in the city. I am also not aware of any car parks where motorcycles are exempt from payment.
I'd laugh watching someone stick one on mine. The trembler alarm is so sensitive they'd have a shit fit.
remove plate and tax disc (could get towed if you get someone anal), or put a cover on the bike (legally wardens cannot remove them or you can claim they damaged your bike)
Yeah, the google images were a bit shit, even the missus said its never that dead, but the bays do get busy. The council website clearly states that the enforment officers cannot clamp or tow vehicles, and the police are only allowed to get involved with obstructions, so covering the bike is a possibility, although that means carrying a cover. Problem is that the local council dont provide motorcycle bays, so how can they justify ticketing motorbikes in cycle bays? Not exactly fair is it.
for my 600rr, i carry a thin oxford cover which can be folded/squeezed pretty small) plus keeps prying eyes of my pride and joy
i got a ticket outside a bank the other day! it was a dropped pavement with a sign displaying loading bay.. have written to them to see if i can get it cancelled... as i was in the bank getting money..so a firm of loading i guess..
Might be worth checking if the council have any dedicated motorcycle bays as a failure to provide spaces could have led to your parking there. In the mean time im still awaiting a reply from our council about where it safe to park.
a lot of parking fines can be fought and won.things like breaks in yellow lines and bays not marked out using markings covered by the highway code. there was a show about in on not so long ago , they even said some speeding cases have been thrown out as the signs didnt have the right colours or markings.
UPDATE. Took a while as for some reason I wasn't able to pick up their reply, but here it is:- Motorcycles are not permitted to park adjacent to bicycle racks unless signage permits this. In order to comply with parking regulations, it is advisable to utilise any of the on street limited waiting bays within Lincoln or if you wish to park on a long term basis, parking is available within the designated motorcycle bays that are located within the Lucy Tower and Broadgate car parks. Please note however that the Council run pay and display car parks within Lincoln are managed by the City of Lincoln Council. For reference, the long term car parks mentioned offer a Pay & Display option, comparable to parking a car in a Pay & Display car park. This could appear that the council are favouring car drivers by providing free on-road parking and simply allowing bikers to use them. An arguable point, but even if I was able to squeeze into a never empty space then I still wouldnt want to leave my pride & joy bike at the mercy of being lifted into a van simply 'cos the council didn't provide a bay that allowed me to chain my bike down. So, my follow-up:- Can you confirm if Lincolnshire County Council has provided any designated motorcycle bays in Lincoln City centre which can be used legally as parking a motorcycle which cannot be chained down in a limited on road parking bay is not secure. If there are no such bays then I would request that the Council consider creating new ones, converting some limited car bays to motorcycle bays which allow secure on road parking, or adding sineage to bicycle bays to permit motorcycles. I would also like to confirm what to expect permitted signeage to look like in the absence of a bicycle only sign, as this could suggest that such a bay is not restricted soley to bicycles. The best way for me to explain this query is to point out the following bays:- (for reference I used the some of the images in the OP) If you take the last image as an example of where a motorcycle is not permitted to park you can see a bicycle only sign, but the other 2 examples have no signs or restrictions from the road at all. Therefore anyone could assume that it is safe to park a motorcycle in bays such as these and end up with an overzealous Enforcement Officer issuing a PCN. What I'm getting at here is that like with every other large City the council provides motorcycle bays where we can chain our bikes down and shop, but it seems that Lincoln don't and I think that's discrimination as we pay our road tax too. I'll see what they say and consider witing to my MP and then the county newspaper, but I just hope they see sense as these new parking attendants that the council have just taken on are like vultures, I understand why, but it's killing trade in our City centre.
They actively go armed with elastic bands to wrap the ticket around the throttle grip. Kpone: You'd be surpised who's nick a ticket. I've seen it where using someone elses ticket has been used to prevent gatting one as the attendant thinks you've already been ticketed and moves on, but I think the main thing is that they have to cover their arse within reason in case you said it must have blown away.
We used to nick Car Parking tickets as Kids cause we knew that if the car owner never saw it then they'd miss the chance to pay up at the reduced rate within 30 days and then get shafted for the full amount! ......................we thought it funny back then!
Nahh, youve gotta pass it to get to Cadwell :-D Parking used to be ok, but since the government cut funding of parking wardens and the police said they aint paying for it, the councils answer was to contract it out, which brings its own problems. I received a reply today that they have forwarded my reply to the Highways Dept.
