Us30 with a us10 either side mate would get my vote.
I used the us30 on the renntec rail on the Scotland tour and it was really secure. Couldn't ask for more.

I will probably get roasted for this but yes they do look top heavy to me too and go against Honda's efforts of mass centralization. So with this in mind I have recently bought a Jofama bag that is half pannier and half tailpack, it sits very well on the bike and brings the weight down a bit and comes in 42lt and 52 lt. I guess it all depends on how much stuff you wan to carry.

Tailpacks only 'look' heavy but tend not to be as they mostly contain clothes etc which require volume but don't weigh a lot.

I couldn't really detect an diff in handling at all with the set up in that picture.

Saddle Bags or anything that hangs either side of the tail section just add width to the bike which restricts filtering and has the potential to feck up ya paintwork with rubbing etc, not to mention they also get covered in road shyte if it rains, whereas tail packs tend to stay quite clean as they are protected from the rain by the Riders body.

Lil tongue in cheek here but this is the touring rig your looking for & Honda should still be producing! Not quite what OP is asking but here goes.

I use the Kriega us40 combo behind. And the us30 in front. I find that a gleaming combination.
