I would guess they are travelers, showing blatant disregard for the law they are obviously not bothered about getting caught.
Doubt it mate. There is a bit of an inner city scene for this sort of thing going on. Big in the states....just riding around doing wheelies etc on motox bikes. Was a documentary on a gang from thamesmead on BBC not too long ago.
Got a few lads that tear around Sidcup, Blackfen and welling on scooters too, no number plates either and out nicking motorbikes too. See another going through the Blackwall tunnel today, 2 up n looked doggy and as you come out on the south side, 2 traffic cop shoguns, both looking down and they rode past, typical !!!! Police have little power, too many goodie goodies about can't chase them .
