Shipped 03 July, delivered 23 July. They arrived at his local post office 08 July. Then, they sat waiting for a VAT payment for a week or so, but he promised to send the postage (even after I told him not to worry about it) on 15 July. The issue here is not the money, not at all. it is the fact that I offered these parts up as a good will gesture, asking only for the postage. When it became apparent that there was a customs fee waiting for him, I offered to eat the shipping and chalk it up to experience, but he said he would send postage. So I took him at his word. There are very few things that cannot be repaired when broken. In my world, your word is one of those few things. So, take it for what it's worth.
