Isn't this only going to affect regular for now, with super being left at 5%? Not that it will help owners of older vehicles as apparently super can rot some washers/pipes leading to potential engine fires.
It is basically ethanol they add, this turns old seals to jelly, and a lot of other things, I clean components off after I have machined them, I use isoprop which is similar, and need a special sprayer to last more than a couple of months
If you go to the dvla site, they tell you which vehicles are compatible, I believe hondas >2000 are.
