    So you nick a bike, then use the ID from that frame to give the stolen bike a new ID

    I think fitting non-removable RFID Chips into frames / headstocks which can be read and traced back to DVLA is needed - then at trackdays a scanner could swipe EVERY bike on the grid in seconds, and anything suspect gets pulled to one side - would have a huge impact on bike theft if they did it
