I think you would be able to get it registered but may be not as a Honda Fireblade on the V5. As it has no VIN number the DVLA may want to issue you one of theirs which will not be the same format as what Honda use. You can't stamp one yourself in the same format as Honda use as this will be cloning possibly another used number on a legitimate bike. I know it will look like a Honda Fireblade and for all intents and purposes is but I don't know if you will be able to register it as one. It would be like someone building a kit car to look like a Ferrari and then try to register it as one. You would be better off buying a frame with the V5 document.
I did start to get a GT40 kit car I built for Forza 4 game promo registered and was a total nightmare, but as long as you give them paperwork to show year and where the parts came from you should be able to register it,it may take some time though. Give DVLA a call and see what they want and need to see and do.
You need supporting paperwork from a dealer to be able to register it. This is how it is to make m/x bikes, trikes, quads etc. However without any numbers at all this would be very difficult if not impossible Also a lot of insurance company's won't insure Q plates these days and the ones that do carry heavy premiums
