anytime i'm guessing the only thing you can is rub the laquer back very carefully, reapply stickers and relaquer, but think your going to struggle
Only a idea but you could try applying a little heat with a hair dryer to reactivate the glue on the vinyl and see it sticks back.
Maybe a silly question but I'm sure you get stickers that are laquer friendly and some that are not, have you checked that they are the right ones?
The pro's give the stickers a real light first coat what they call a dust coat and let it dry before applying anymore coats. this seals the stickers and the lacquer evaporates away quick so it doesn't have time to eat into the sticker.
IMO it is worth lacquering as the bike would otherwise be covered in fingerprints and general dirt in no time, which would be a pain to clean off as the paint itself becomes dirty and you end up flatting it down to stay clean until there's no paint left. It's also more important when you do the tank as any fuel spillages will make the paint run. Its not an easy job though to get an even finish with lacquer. I reckon SPS hit the nail on the head, the lacquer is dissolving the adhesive. Try to stick it down again then start lacquering in that area very finely and build up the layers when dry.
