strange question but is it possible to lower the rev limit on the 1000rr? What I mean is to set the rev limiter to lower than its current 13/14k limit. I'm not talking about the rev limit indicator but the actual limit itself. Don't ask why.......

The lads who used to drag the big old air-cooled suzuki's used to fit a rev limiter for false neutrals, could apparently overlap the cam and valves timing with the piston if the revs get too high trashing the engine, is that the reason why? It was a part of the electronic ignition timing back then but no idea how you'd do it now.
