I've got white scum on oil filler but not in oil , is it condensation

no charge, avoid short hops where it doesn't really get up to temperature, if you don't use it over winter don't run it up for 5 mins from time to time
oil needs to get hot enough to burn off the condensation

 

Totally agree - if starting up in the winter for a few minutes then run it until the fan comes on so that there will be no condensation in the engine or the exhaust. You'll cause no oil emulsification from doing that.

 

it's also known as mayonnaise!
