got my pearl siren blue seat cowl today! One question, I have the instructions but what or where do the 4 washers go on to?

Sorry jumping on: I think they may be for shimming the latch to space the cowl evenly, but I'm not sure. I had them with mine, vaguely remember reading something about spacing, but it fitted nicely so never really gave them another thought.
I am. Just need to put it on the bike. After realising how much they are and how hard they are to find I kind of don’t want to use it and keep it as a museum piece

Nah, it's just bad lighting. Er, well, I was truly sprung there, wasn't I? I've never really looked beneath my toolkit and 17 cleaning cloths. Will redeem myself tomorrow with an updated pic.
I've fitted these cowls to both mine and they can be very tedious to get the shut line even. The instructions are correct but some combinations of the fit of the rear bodywork and the cowl can be random. I've had to fit so many washers to one corner I was fearing it would crack. Take care and if yours is a bad fit let it flex slowly!

This is how mine fits. You can, in my experience, always get them spot on but they can be very tedious. Also, to raise a corner the diagonal opposite corner can be lowered by removing its washer. But, the screws are self tapping with a sharp point that'll puncture the outer cover, so remember to grind the point back 2-3mm.
Mines about 2mm which is very fiddly to get spot on but looks very OEM. Obviously a bigger gap is easier to work with. This is the one thing on the bike that I've had an issue with the fit n finish. I guess Honda outsourced the design and the tooling isn't their own.
The method I used was to split the cowl and fit the base part locked into its retaining catches etcs. Then put blobs of blue tack on the 4no screwed mating points and pressed and adjusted the heights at each corner to prove what heights of washers were necessary to match the top painted cowl part to the desired shut line.
