yup and its really easy to do, just do a time lapse from above then blur the focus on the edges using something like sony vegas or powerdirector then lastly bring up the contrast and colours to make them look nearly fake.can be done with photo's too.I think some nikon cameras even have the setting built into there photo edit menu.

no I borrowed that footage from another fella on flickr but you can make a motorised dolly easy. make a dolly using a heavy duty drawer slider like so DIY glide track / camera slider [Canon Rebel T2i / EOS 550D] tutorial - YouTube then hit ebay for a 2rpm 12v motor and fix it to the end of the track then tie a sting from the camera to the motor and that pulls the camera along the track.
oh and for lowering you just pre-coil the string on the motor so the motor unwinds it. if you want a more hi-tech build just google skateboard wheel dolly and you will get loads of plans and builds. here is another slider build Timelapse motion rig - YouTube
